13.15 - 13.45 The Highs and Lows of DBFOs and the Aspirations and Aberrations of Nominations. Reflections on the University of London's DBFO projects at Garden Halls (1200 rooms) and Eleanor Rosa House (511 rooms), both with 50-year leases with annual nominations.
13.45 - 14.15 Managing the home team. Reflections on the University of Birmingham's DBFO project (Pritchatts Park). How do you pull together a university team to manage such a project? Who’s required, and what skill sets? How much time will everybody need to devote to it at each stage?
14.15 - 14.45 Negotiating nomination agreements. The typical elements of an agreement; how weak or strong is the university’s commercial leverage; what is the owner/operator looking for; what if it’s not built yet; introducing or maximising competition.
14.45 - 15.00 Break
15.00 - 15.30 Discussion between delegates and speakers on specific examples and sharing of experiences, and what the future may bring.
15.30 - 16.00 The London Plan. How the London Plan is affecting partnerships between universities and developers. How other UK cities are viewing the idea. What lessons there are for the whole sector.

Robert Kingham, Head of University Advisory at Student First
Robert has over 25 years’ experience in the property industry and for the last 15 has specialised in providing strategic estates advice to the Higher Education sector. He is a Chartered Management Consultancy Surveyor with particular experience in on-campus student housing partnerships, business cases, estate strategies, option appraisals, feasibility studies, capital funding bids, learning environments and space planning.
Robert has advised 50+ universities in the UK and internationally, and 30+ Further Education Colleges, as well as local authorities, NHS trusts, museums, developers and investors.

Andrew Howarth, Assistant Director, Student First
Prior to joining SFG, Andrew was Director of Residential Services at the University of London— the federal University for 17 independent member institutions, where over 120,000 students are studying 3,700 courses. He was responsible for providing 3,500 study bedrooms through the Intercollegiate Halls, with 1700 rooms through a partnership with a private provider, and for private housing advice and lettings services for the federation’s students. He has over 24 years of experience in the student accommodation sector, with experience at both campus and city universities.
Tim Owen, Interim Director of Accommodation & Operations, University of Birmingham
Timothy Owen is interim Director of Accommodation & Operations, within Campus Services at the University of Birmingham. Tim is responsible for all housing operations at the University including providing accommodation for around 7,500 students each year. In addition to this, his role includes oversight of the University's three Day Nurseries, as well as Winterbourne House and Garden, an Edwardian historic house and garden. He has worked in the higher education sector for over twenty years, including the past thirteen years in student accommodation. In his substantive role, he has most recently been part of the University's team to deliver the Pritchatts Park DBFO scheme, which reached practical completion in September 2024. Previously he worked in the student union field, specialising in residence life, housing and debt advice.
